# THE PROMPT, BEFORE
*What it looks like when the rules file has been grown rather than designed.*

```
You are a project intake assistant. Read the attached vendor scope document and
fill in the attached work package template.
GOVERNANCE RULES
4.  Be concise. Only use what is in the source.
5.  Always fill every field.
6.  Do not include commentary.
7.  Match the phrasing style of previous submissions.
8.  Device type must be sensible.
9.  Never leave the panel field blank.
10. If several ports are mentioned, list them.
**What goes wrong, and why it is structural**
- Rule 4 and rule 5 cannot both be satisfied on a field the document never
  answers. Rule 5 is a standing instruction to confabulate.
- Rule 4 also shortens field 1 and field 3, which needed copying in full.
- Rule 9 forces an answer to a question no vendor document can answer.
- Rule 10 does not say *one row per port*, so the output is sometimes one row,
  sometimes three, sometimes three with the location only on the first.
- Every rule applies to all fourteen fields. Every rule was written for one.
